Tiga Tuntutan Kepada Pemegang Mandat Kerajaan Negeri Sarawak

Hari ini tepat sembilan hari selepas keputusan pilihanraya negeri Sarawak yang berlangsung pada 16 April 2011. Walau pilihan rakyat dicemari dengan insiden-insiden penipuan dan kelemahan proses pilihanraya oleh Badan Suruhanjaya Pilihanraya Malaysia, saya mengakui dan menghormati kemenangan seratus peratus yang diraih oleh Parti Pesaka Bumiputera Bersatu Sarawak (PBB). Justeru, demi memastikan kesinambungan berterusan antara manifesto Pakatan Rakyat dan juga usaha mereleasasikan janji-janji kami, saya kemukakan tiga tuntutan untuk dipenuhi Ketua Menteri negeri Sarawak, YAB Pehin Sri Haji Taib bin Mahmud menerusi sepucuk surat yang dihantar pagi tadi.

Permohonan saya termasuk:

Pertama, saranan supaya peluang melaksanakan mandat yang diberikan tidak disia-siakan menerusi tuntutan yang dibuat oleh YAB Pehin Sri sebagai Ketua Kerajaan Negeri kepada Kerajaan Persekutuan –pihak yang bertanggungjawab dalam memansuhkan Pengisytiharan Darurat Sarawak 1966.

Pada 24 Mac 2011, saya telah menyerahkan usul persendirian berjudul Akta Pemansuhan Darurat selaku Ahli Dewan Rakyat untuk bukan sahaja menamatkan era darurat di Sarawak, tetapi juga di seluruh negara Malaysia. (Lampiran 1) Malangnya, walaupun Menteri di Jabatan Perdana Menteri, Datuk Seri Nazri Aziz bersetuju dan mengakui kesediaan Peguam Negara untuk menarik balik Pengisytiharan Darurat, kerajaan pusat masih lagi degil dan belum bersedia untuk memansuhkannya.

Bukan sahaja kerajaan pusat belum bersedia, usul persendirian mana-mana Ahli Dewan Rakyat akan ditolak oleh Speaker Dewan. (Lampiran 3)
Kedua, saranan kepada Ketua Kerajaan Negeri, YAB Pehin Sri menuntut kembali hak rakyat Sarawak dengan memastikan Lapan Belas Perkara Perjanjian Malaysia ditunaikan sepenuhnya.

Ketiga, saranan kepada Ketua Kerajaan Negeri, YAB Pehin Sri menuntut kenaikan royalti minyak 20 peratus untuk kepentingan rakyat negeri Sarawak supaya kekayaan hasil bumi di Sarawak dapat disalurkan kepada rakyat Sarawak.

Kesemua tuntutan ini dibuat seiringan dengan usaha memastikan kerajaan negeri yang baru mendapat mandat rakyat Sarawak bertindak membuktikan komitmen serta keikhlasan mereka dalam memastikan hak dan keperluan rakyat didahulukan, mendahului kepentingan mana-mana pimpinan politik

THREE CLAIMS TO BE MADE UPON THE NEW SARAWAK STATE GOVERNMENT

Today marks the ninth day since the results of the Sarawak state elections of 16 April 2011 were announced. Even though polling was marred by incidences of electoral fraud as well as weaknesses in the electoral process by the Malaysian Election Commission, I admit and honor the victory claimed by Parti Pesaka Bumiputera Bersatu Sarawak (PBB). Thus, to ensure continuity and consistency of the Pakatan Rakyat national manifesto and our continued efforts to fulfill our promises, I hereby call on the Chief Minister of Sarawak, YAB Pehin Sri Haji Taib bin Mahmud to fulfill three requests I have made in a letter sent this very morning.

My requests include:

One, that this new mandate is fully utilized by the YAB Pehin Sri as Chief Minister to strongly urge the Federal Government to end the Sarawak Proclamation of Emergency 1966.

Last 24 March 2011, I had submitted a private member’s bill entitled Emergency Revocation Act (Akta Pemansuhan Darurat) as a Member of Parliament to not only end an era of emergency in Sarawak, but also throughout Malaysia (Annex 1). Unfortunately, even though the minister in the Prime Minister’s Department, Datuk Seri Nazri Aziz had agreed and had affirmed the readiness of the Attorney General to revoke the emergency proclamations, the Federal Government remains recalcitrant and unready to revoke these proclamations (Annex 2).

Not only is the Federal Government not ready, any private member’s bill on this matter by any Member of Parliament will be rejected by the Speaker of the House (Annex 3).

Secondly, I urge the Chief Minister, YAB Pehin Sri to reclaim the rights of Sarawakians by ensuring that the Eighteen Point Agreement with Malaysia is fulfilled in its entirety.

Thirdly, I urge the Chief Minister, YAB Pehin Sri to press the Federal Government to increase oil royalties to the state to 20 per cent for the sake of Sarawakians, so that the immense wealth of the state can be shared with all its peoples.

All these claims are made in line with efforts to ensure that this new State Government, which has received a fresh mandate, will act to prove its commitment and sincerity to the rakyat in ensuring that their rights and needs are placed in prime position, beyond those of any political leader’s.
